It takes the form of a telephone call from the US Secretary of War to the British Prime Minister (Thatcher) who continues to make orgasmic sounds as the Secretary of War talks about — what else? — war. It's so relevant to Bush and Blair's curious relationship that I include a link to an mp3 version of the song for your edification.
